Rose City Soccer Tournament


A. Eligibility-All teams registered with MSYSA, USYSA, and US Club Soccer U-9 through U-18 boys and U-9 through U-14 girls for the Spring of 2016 are Eligible for the Rose City Soccer Tournament. The seasonal roster for Spring 2016 must be used. Up to 4 guest players will be permitted. Risk management cards will be check for all team officials registered with MSYSA and USYSA. No player may play for more than one team in the Rose City Soccer Tournament. Non MSYSA teams must show their organization’s background check information.

*Concussion Policy-All MSYSA coaches must be able to provide their CDC Heads-Up Concussion Certification. All non-MSYSA coaches must be able to provide the CDC Heads Up Certification or the NFHS Concussion in Sports Certificate. Teams must be able to provide the Michigan Dept. of Community Health/CD Parent & Athlete Concussion Information Sheet for each player attending the tournament. All divisions U11 and below will follow the MSYSA Concussion R2R mandate which bans heading of the ball by all players U11 and below.

Application Deadline is May 15, 2016. Application should be mailed and Payable to: First Touch, Attn: Rose City Soccer Tournament PO BOX 6430, JACKSON, MI 49204. Teams will be notified shortly after that time whether or not they have been accepted. Teams not accepted will receive a refund. All teams will play a minimum of 3 games in the round robin format.

Entry fee for the Rose City Soccer Tournament:
U-9 & U-10 $385
U-11 and U-12 $410
U-13Y -- U-19 $435


B. MSYSA has recently changed its insurance policy. All MSYSA affiliated teams who participate in MSYSA sanctioned tournaments will also be provided secondary medical insurance. Any/all teams not affiliated with MSYSA must provide or carry their own medical insurance to MSYSA sanctioned tournaments. This insurance must be shown at check in.


B. Age Groups and Playing Format
1. U-9 through U-10 Boys and Girls will play 7v7
2. U-11/U-12 Boys and Girls will play 9v9
3. U-12 through U-14 Boys and Girls will play 11v11
4. U-15 and up Boys and Girls will play 11v11
11v11 will have a maximum roster size of 22. However, only 18 players may play in any particular game. Maximum roster is 12 players for 7v7, 15 players for 9v9.

All U-11 games and above with use a 3 man referee system. All U-9 through U-10 will use a one man.

D. Check-In
Check-in will be performed June 10th from 4-8pm at Marino's Park (1980 W. Parnall Road, Jackson, MI 49203).

E. Game Length
U-9/U-10 25 minute halves size 4 ball
U-11/U-12 30 minute halves size 4 ball
U-13/U14 35 minute halves size 5 ball
U15 & up 35 minute halves size 5 ball

F. Scoring System
1. Teams will given 3 points for a win, 1 point for a tie, and 0 points for a lose.
2. In the event of a tie for the group winner or wild card, the following criteria will be used
1. The winner of head to head
2. Most wins
3. Goal differential-Goals for minus goals against (maximum of 4 per game)
4. Fewest goals allowed
5. FIFA penalty shootout

G. All FIFA rules will apply to the Rose City Soccer Tournament with the following exceptions

a.. 7v7 Exception:
i. No offsides will be called
ii. Free kicks will be indirect.
b. Overtime
i. No overtime will be played in the preliminary round robin games. Games will end in a tie.
ii. Finals and Semi Finals will play 2 5-minute overtimes. NO GOLDEN GOAL WILL BE GIVEN. The full 10 minutes will be played regardless to whether a goal is scored or not.
c. Home team will be listed first on schedule and will be responsible to change jerseys, if in the opinion of the referee there is a conflict. It is also the home team’s responsibility to supply a game ball.
d. Teams will occupy the same side of the field as their spectators.
e. All jewelry shall be removed prior to the start of the game.
f. Any team not having the minimum about of players shall forfeit the match. Any team that has forfeited a round robin match shall not be allowed to move onto a knock out stage as either a group winner or a wild card. A 10 minutes grace period from schedule kick off will be allowed. A minimum of 7 player for 11v11, 6 players for 8v8, and 4 players for 6v6 games. The score for a forfeited game will be recorded as 3-0.
g. Shin guards are required for all players
h. Any acts of nature that interrupt a game will be suspended. Games will be restarted at the point of interruption if possible. If time does not permit that the game will declared final and the score will stand at the time of the interruption. The Tournament Committee will also have final say as to whether or not games are to be shortened.
i. Both coaches will be required to sign the game sheet at the conclusion of the match. Please make sure the score is correct when signing.

H. The Rose City Soccer Tournament Committee reserves the right to combine age groups where needed. No team will be asked to play up more than 1 year.

I. A red card to any player or coach in the Rose City Soccer Tournament will result in a 1 game suspension. All yellow and red cards will be report to their respective leaves. Red cards received in the Rose City Soccer Tournament but not served will be carried over into team’s next league game.

J. ABSOLUTELY NO ABUSE TOWARDS REFEREES WILL BE TOLERATED. Any parent or spectator in violation will be asked to leave the field on and be barred from the tournament. It is the responsibility of the coach to make sure his/her parents understand this rule.

K. Tournament Cancellation process: IN THE EVENT OF A CANCELLATION BEYOND OUR CONTROL, THE ROSE CITY SOCCER TOURNAMENT WILL NOT BE RESPOINSIBLE FOR ANY REFUNDS.

L. No protests will be heard unless it is in the case of an ineligible player. The tournament committee will need a $100 bond in cash for a protest and will be returned upon the protest being upheld. If it is not upheld then the bond will not be returned. REFEREE’S DECSIONS ARE NOT PROTESTABLE. All decision made by the Rose City Soccer Tournament Committee are final and may not be appealed.

M. REFEREES- All referees will be assigned by a certified USSF 2016 certified referee assignor. All games will be assigned with the use of Game Officials. Any out of state referee must check in with the referee assignor prior to their first game and present valid photo identification.

N. Heading: There will be no heading of the ball in all age groups U11 and below. Heading of the ball will result in an indirect free kick from the spot of the infraction.
